About Us

The H2O Quality Laboratory is commercially accredited by the Commonwealth of Virginia’s Division of Consolidated Laboratory Services for water and wastewater testing. Its technicians analyze approximately 60,000 tests a year, including all process control and compliance samples from the H.L. Mooney Advanced Water Reclamation Facility, as well as samples from another local water municipality.

Our mission is to provide accurate water quality data to internal and external customers using approved regulatory methods and quality control requirements through an ethical, timely and environmental approach.

The laboratory supplies water quality testing to ensure the Prince William County Service Authority is in compliance with drinking water and wastewater regulatory standards. The laboratory also offers water testing for non-customer residents of Prince William County on an as-available basis. In addition, the H2O Quality Laboratory enters into agreements to provide testing for entities such as commercial and industrial businesses, engineering firms, municipalities, privately-owned treatment works, and water treatment plants (public or private) within or outside of Prince William County.

History

The H2O Quality Laboratory was originally founded in February of 1981 when the H.L. Mooney Wastewater Plant was opened in Woodbridge, VA. At that time, the Mooney Plant was part of the Occoquan-Woodbridge/Dumfries-Triangle Sanitary District (OWDT). In 1983, OWDT merged with the Greater Manassas Service District (GMSD) to form the Prince William County Service Authority.

The laboratory continued to grow and operate within this space until 2015. That same year, the Service Authority completed construction of a state-of-the-art facility that features a new laboratory and education center. The new laboratory within the Durward E. Grubbs, Jr. Environmental Center is approximately 6,000 square feet, roughly six times larger than the original facility.
